Question: Will this work within the 1996 Toyota 4 runner?
Answer: Yes. They are not vehicle-specific. Wire them in and install them in the dash. A lot of older vehicles have panels in the dash that remove and the switch is a standard size that fits those spots. Any vehicle this can be because just find a spot to insert.
Question: Are people hooking these up to their cig lighter or where are they hooking them up to?
Answer: They are a stand-alone device, not something that plugs into a cigarette lighter type of 12v outlet. They match other rocker switches that are common on many trucks, SUVs, off-road vehicles, and UTV's. Some newer vehicles already have pre-cut holes on the dash with blank covers that are removable. This type of USB charger or other rocker switches would then just fit right in the pre-cut opening and be wired for whatever use you desire. They also have stand-alone single or multiple switch mounting plates where this USB charger or other similar rocker switches could be easily installed. I hope that makes sense

Question: Does the voltage meter function show voltage of the charging device or the vehicle battery?
Answer: The meter has no say in the matter. It reads what is there. The voltage will drop the farther away it gets from the power source. If you want a reading telling you what your alternator is putting out then run longer 12 gauge wire and tap in the first foot coming off the output terminal. I would simply use the factory plug receptacle. It should give a reading of just over 12v which is what most devices require. And besides, as long as the vehicle is running, you won't get a proper battery voltage reading without disconnecting the cable from the alternator(charging device).
Hint: the # isn't as important as a change from the norm. Just keep an eye out. If it reads 12.4 for months and suddenly starts showing 11.5 or whatever, there's your sign. Forget the numbers after the install. Look for a change.
